VIRGINIA BEACH, VA — April 14, 2015 — The Educational Policy Institute proudly announces the release of its Background Paper for UNESCO’s Global Monitoring Report 2015. The Global Monitoring Report (GMR) is the result of research prepared by select researchers and institutes around the world. This GMR is of particular importance given it marks the conclusion of the Education for All (EFA) era and aims to measure the progress made over the last 15 years. The writing of this GMR Background Paper was led by EPI’s Senior Research Scientist Christine Harris-Van Keuren and is titled Implementing EFA strategy no. 9: The evolution of the status of the teaching profession (2000-2015) and the impact on the quality of education in developing countries: three case studies. The paper, coauthored by Lehigh University’s Iveta Silova, investigates the changes in the status of the teaching profession during the EFA years.
Utilizing data from the Teaching and Learning International Survey (TALIS), the Trends in International Mathematics and Science Study (TIMSS), and the Southern Africa Consortium for Monitoring Educational Quality (SACMEQ), the study measures the changes in credentials, induction, professional development, authority/self-governance, and compensation to assess if a change in the status of teaching has occurred during the EFA years. Teacher commitment is used as a proxy for educational quality.
This study finds that the overall trend in the status of the teaching profession has improved at best and unchanged at worst. While induction and professional development displayed negative trends, credentials and authority both showed positive increases. Compensation (by contract type) and commitment were unchanged. These results are influenced by the positive trends in job satisfaction. Three case studies - Indonesia, Kenya, and Morocco - provide deeper context into the complicated nature of adjusting the status of the teaching profession and the paper concludes by introducing a framework to help mitigate potential challenges for measuring the status of the teaching profession for future researchers.
